Modernisation of the Armed Forces and the Defence Acquisition System – Risks and Challenges

Abstract:

The report is about the priorities of modernisation of the Armed Forces and the defence acquisition system. Modernization is viewed as a cyclical process, a key feature of which is its continuity. This process takes into account the strategic security environment, the need to improve the defense capabilities of the Armed Forces and the allocation of public resources for their acquisition. A part of this paper is dedicated to the projects that the Armed Forces have identified as essential for them, as well as the problems and risks related to the planning and implementation of major projects. Special attention is paid to the challenges facing the Acquisition system in the implementation of the modernisation projects, which are summarized in four major aspects.
